There's definately a chronic shortage of electricians here.
Vancouver Island is often overlooked by people, and there are many opportunities here. I don't know much about immigrating but there are lots of government programs to help people get their trade qualifications recognized here. Browse bcgov, you'll find info.

No doubt your skill is in demand in Canada, but to get a proper job in Canada, you must have Canadian certification and Canadian references. So do not live in dreams and be prepared to face tough challenges before applying for immigration. Also check total money you need of coming in Canada.
Wish you good luck,

Alberta and B.C are excellent places to work with wages in excess of 25 dollars an hour, but the cost of living is very high. Saskatchewan on the other hand is just in the very beginning of a massive boom(that is predicted to last for the next 20 years) . Wages are the same as Alberta/B.C. but the cost of living is still quite low, and the two major cities (Regina and Saskatoon) still have pop. under 250,000 so they are very easy to get around (morning commute in Regina is 20 minutes tops, but in Calgary or Vancouver it is going to be more like 2 hours)
If you have any other questions about working or living in Canada feel free to ask!
