Manager wont fix heater or 1 inch gaps around the outside doors so house is freezing – where to begin?

I finally delivered a written letter today detailing the situation then an electrician with no tools to test the heaters came and walked around a bit and said everything worked fine & left. I think he may have just been a friend of the owner trying to keep me quite and every where I turn I feel stuck with no options in a lease for one year – we just moved in 2 weeks ago. The house is not livable right?? But no agencies or government offices have helped at all whatsoever – please list what actions you think I should take 1 through 5 simply PLEASE I just need some facts!!
Wow – buy something that not for doors and ask someone for advice – what kind of helpful answers are those???

    Expandable Foam- comes in an aerosol can and creates instant mass and insulation. Wouldn’t use it around a door, no door should have a 1″ margin.

    Well Not sure if you have thought about going to the City housing authority. They should be able to help you. If that dose not work the only other Option is seak legal advice. maby they will have some advice for you . Good luck

    Most people wont be able to offer technical advice without it. If they do, they are making it up…

    There is no one to call about the gaps. Those posters are helping you, telling you how to fix the problem. The gaps are a 3.99 problem that you can solve in under 5 minutes.

    The heater is different though. It does not work at all? You turn it on and nadda? Did you pay the fuel bill? If all answers are yes you call the Housing Authority, they are in charge of enforcing heating laws. Each state requires 1 heat source to be available in each unit. It can be a fireplace, baseboard heater, furnace, etc, and it has to work. In some states it has to heat the house at least 30 degrees warmer then outside or 68 degrees (if it is below freezing it is too cold to ever heat it warmer).

    If the heater works, but not to your satisfaction I recommend you buy yourself some space heaters, almost everyone owns at least 1.

    OK- you are not getting alot of help here.

    First I want to point out that you must still pay full rent during this situation unless court ordered not to. It is illegal to withhold rent without a court order.

    What you need to do is send the landlord a certified (so you have proof they got it) letter stating the needed repairs. They then have 30 days to get it done. If they fail to do so then, you can have a licensed contractor make the repairs. You can then take JUST that amount off the next months rent. Make sure to give them a copy of the receipt for proof.

    You do not say what state your in, but this process is legal in most states.
