To get a job in that trade will i have to join an apprenticeship to get more training or can i become an journeyman and take the state test, or can i work for a private contractor and receive more training like that.

What if the cost of such repairs far exceeds the rent that the tenant would be paying?

Would the tenant be legally able to break a lease without paying fines in this type of situation?
Surge suppressors are not an option since there are no grounds in the building.
